- Click the "Add" button on the window that pops up and browse to the ICC profile you downloaded in Step 1
- Select it and click the "Set As Default Profile" button
- Click on the Advanced Tab
- Click the first drop down on that screen (Device Profile) and select the ICC profile you downloaded from the entries in the drop down list. Leave everything else as is

- Make sure the "Use my settings for this device" checkbox is checked

- Reboot
See if that helps. This has turned an unusable monitor into a pain free monitor for me, so give it a shot.
Edit: It looks like that laptop has built in Color Management, I would turn that off and follow my steps above. You can right click on the desktop and in the menu click the Dell Premiere Color option, and find an option to disable it. Or try some of the other color presets and see if they make a difference.
There are a lot of complaints about the color rendering of that laptop online so that could be the root cause of your issue with it. My migraines can absolutely be triggered by color rendering. I am not discounting anyone else's experience but for me, going down the dithering rabbit hole was a complete red herring, it made zero difference ever.
