What is electron? Have you tried dx12 by Jaguarek?
I see, there's this guy that attempted to make a d3d12.dll for win8.1. I am able to run Parsec and OBS Studio 28 thanks to it.

1 - You can use Supermium Electron 28. Just copy "resources" folder of your app over electron's.
2 - Since Electron use chromium engine, use similar bithack as for Chromium browsers.
