I've a wide tested a variety of intel integrated graphics with a losses capture card and analysis software and never found any temporal dithering. I have found temporal dithering in AMD and NVidia GPUs however, and only in intel when enabled via ditherig.exe. I have never found the outcome of my dithering tests to be influenced by windows OS or version. Many people claim that windows dithers, but to my knowledge they are only inferring that from their symptoms, not from testing. To be frank, I suspect many people struggle with intel integrated GPUs because they do not dither.
Have you performed the camera analyses on your monitor with other GPUs? all LCD monitors will flicker due to LCD inversion, this effect may actually be mitigated by dithering. It seems most likely that this, or blacklight flickering is what you are seeing on your camera. Temporal dithering would be difficult to see as it is random to each pixel, and will only be 1 colour step +/-, which cameras may struggle to detect.
