One possible theoretical solution to eye strain, is start with a system that has a display that work very well, with zero strain, and add some video processing unit between the PC and the display that removes what cuases the strain.
It seems that there's software[1] one could install on a pc that has a capture card and a GPU[2], and make the PC that video processing unit.
That unit can run DirectShow renderers, which are small software modules that work on that video stream. And there are a bunch of DirectShow renderers already available online, maybe there's one that can do that job incidentally, without a need to program anything.

[2]eye safe GPU, probably require using windows 10, but it's not internet connected.
