I think I have experience that would be helpful to others. I have had an extreme case of visual snow do to monitor and lighting issues. For the time being I have switched to a Dasung Paperlike and tungsten element light bulbs. It is amazing to have the Internet back! I was unable to use a computer at all for a while. I have found that deleting the monitor driver in windows, stopping font cache (for some unknown reason Netbois over TCPIP) and using a HD pvr Rocket to set a low 23/24hz refresh have helped on my windows work machine. It also seems to be much better If i split the active window over 2 monitors so that some small portion is on a different monitor with a different refresh rate. I can actually see the flickering on the dasung paperlike, it slows down the refresh to perceptible levels.
