This is why I use a Moto G. The modulation is far lower and there is no refresh dip. It's not just what you can get away with, but what you are exposing your body to. I believe exposing your body to a "high risk" OLED device is bound to cause problems sooner or later. It could sensitize you to all screens as the body begins to consider screens in general an allergy to be avoided.
If you haven't watched this short clip, you should:
Dr. Michael Yeadon - Truth Behind Vaccines: https://rumble.com/v6xvafa-dr.-michael-yeadon-truth-behind-vaccines.html
He says vaccines can sensitize people to basic foods. Similarly, it's not a stretch to imagine certain screens could push the body over the edge to develop a screen allergy.
LED in IPS LCDs isn't ideal either, but at least a good pair of computer glasses alters the light reaching our eyes. If using OLED, you'll want the computer glasses as well because it will reduce some of the harshness from the PWM and/or refresh dip.
Here are some Moto G anecdotes: https://ledstrain.org/d/3623-motorola-budget-phones-are-superb/
A device should be selected first by the screen and second by everything else. The screen is the most important part of the computing experience. If it is not comfortable, the best specs in the world aren't worth using.
Also something I have not infrequently encountered with OLED devices:
"I hadn't realized it affected me until it was too late to return."
Similarly: "I had a good experience with the pixel 9 for a week or 2. Now I can't look at it for more than a few minutes without getting nauseated and having eye strain."
Another anecdote:
"I bought a Samsung galaxy s25u to try out and this thing has unlocked some sort of latent PWM sensitivity syndrome where I can’t look at the phone for over 5 min without getting motion sickness symptoms + feel like throwing up."
"I have the exact same story as you. I had an iphone 14 pro for 2 years, and now the s25 ultra has done to me the same things as you are describing over a few months of use. It unlocked this sensitivity which unfortunately with time made me also sensitive to the iphone 14 pro, and to any flickering screen with low PWM. I don't touch the s25 ultra anymore."
And:
"WOW 100% I can’t even use my iPhone properly anymore because of what the Samsung did over the course of a couple days."
One more: "Also some people may claim an LCD gives them problems. But that's probably just because they using / testing other phones/devices with oled screens. If I do that, all screens that are good, become bad. Their fault? No. Just the stupid oled/amoled I'm testing that ruins my eyes for everything that's safe. Once I stop using it, in one or two days I'm fine and can use all my IPS/LCD devices again."
