Interesting. For me UI-scaling in Windows is not an issue. It is in Ubuntu though.
What helps me is to disable scaling in the graphics driver. From "Full" to "No scaling". This can be done in the NVidia and AMD drivers.
Think this is because the graphics do not match the pixels of the screen when scaling is applied and it uses subpixel antialiasing ( assumption ). Subpixel antialiasing in font rendering is also a problem for my eyes. Greyscale antialiasing fixes it for me ( Ubuntu, Chrome-based browsers )
