TN monitors are best for me too. Least glare, grayish colors, pixelized look.
I mean compared to VA and IPS, I have not tried OLED monitor tho.
FHD is highest resolution I can tolerate, 4K and retina are not usable for me.
I used to use Dell U2410 and ST2410 (CCFL not LED) last 10y (I mean I tested tons meantime, but noting compared to them).
Half year ago I bought Acer XF250Q 24'' for 240$ on amazon, it's newer model, gaming monitor, it says 240HZ, but connected to my MAC works on 144Hz max
I can finally say I found brand new monitor that compares to the decade old Dells and it's feels even slightly better
Also got BenQ GL2780, 27'' for ~170, it's 75Hz as the old Dells but I do not like it as much, maybe the backlight is different LED.

Edit: I missed the part that you are looking for a laptop. Search for gaming laptops, many of them are TN as they have best response time (worst viewing angle and pic quality tho), example Acer Predator
