I will admit, this seems fascinating that some people are sensitive to flicker like this.
The DisplayHDR 400 certificate requires manifacturers to have a true 8-bit display for them to be have it. Perhaps one monitor from this list might be better for alleviating eyestrain in regards to dithering? Especially if one is falsely accusing dithering over something like LCD artifacts, which are much more prounounced on TN panels (IPS is least susceptible to artifacts!) and a much more likely cause of eyestrain (polarization also plays a big role in eyestrain for some)
Some of these displays are also high refresh rate displays, which will alleviate motion blur related eyestrain if one is suffering from this too, it's definitely something to consider.
Judging by a ton of posts I've read here from by this community, people seem to be very adamant about temporal dithering being a cause of their eyestrain when in fact there are so many other, much bigger factors to the whole picture! Chief Blurbusters has many posts in regards to display eyestrain on his forums where he's made excellent comments on this topic.
EDIT: Another recommendation for further analysis of temporal dithering if someone comes across my comment, if anyone wants to record the temporal dithering, increase the bitrate by a lot and try filming in 4K, it'll make it easier to see!

FreeDCam from F-Droid and Pro Cam X from Play Store are good apps that are useful for pursuit photography when doing TestUFO shots for measuring motion performance of displays, perhaps they'll be viable options for someone.
