Trouble getting Ditherig to run

I'm having trouble getting Ditherig to run.

I think it might be because I'm running Windows 22H2. The readme.txt file says it runs on 21H1. Does anyone have experience getting it to run on Windows 22H2?

Here's the steps I'm doing:

I've downloaded both 2.0 and 2.1. Both behave the same behavior.
I've extracted the archives (I'm not just navigating into the zipped folders)
I'm clicking on ditherig.exe in the amd64 folder (even though I have an Intel CPU). I have 64 bit Windows.
I'll get a prompt asking me if I'm sure I want to run this program and I say yes.
I see a very short hourglass and then nothing happens.

As a side note, a few people were reporting getting the "Failed to load a DLL" error message. FWIW, I receive this message when I try to run x86/ditherig.exe. So maybe they were choosing the wrong version.

amd64 refers to the processor architecture, and is the correct option for any modern processor, regardless of brand - it simply means 64bit, but the architecture was originally designed by amd. If Ditherig has started successfully, there should now be an icon in your system tray, right clicking it should give you dithering options. If I remember correctly, the default option is to turn off all dithering. There should also be a helpful option to run ditherig on startup.
