Hard to say…
My testing Windows 10 builds has hit a roadblock in that they're no longer willing to activate Windows using my old Win 7 licenses. I have several that have previously completed the free Win 10 upgrade, but MS are being bastards and I cannot activate these new builds. This will make thoroughly testing new Win 10 builds difficult I reckon.
I tried it (NoVideo) on a fresh Windows 10 2004 and it seemed to maybe make things a bit easier on my eyes but it wasn't an "Ahah!" moment. In the end I still felt like I was getting eye strain. Note that I'm doing this because I think an Nvidia driver update has changed either my motherboard (BIOS) or graphics card so that they're no longer "ok" and generally cause eye-strain. That's not a great baseline for testing this utility.
I was then going to try it on Windows 20H2, but without activation that one wouldn't even deign to install an Nvidia driver or even half the device drivers. It was very odd.
I got annoyed at that point… and I'll come back to it again shortly. Maybe I just have to buy a Windows 11 license, even though my PC doesn't support it, as I gather Windows 10 will activate with Win 11 keys - and you cannot buy Win 10 keys any more.
