Link why would the gpu output a 6bit image dithered to 8bit
Because majority of laptops and cheap desktop displays are 6 bit, and the 6 bit depth can be hardcoded in drivers and such. See external displays with Macbooks, Intel graphics, etc.
Link On the Intel side of things is there anyway to turn off dithering aside from ditherig.exe?
If all works out I could foresee more solutions

Some GTX 900: Possible dithering, eyestrain has been reported regardless of graphics driver, with other batches of 970 unaffected.
GTX 1000 series: Unsure, possibly similar to GTX 900 situation
