Can't Get PWMHelper to Run

I am trying to run PWMHelper from a command prompt but when I run it, it just returns a line and does not output the PWM Hz: https://github.com/anatoliis/PWMHelper

I am running my command prompt as an Administrator.

Dizzy Strange, for me it works as latest as Windows 10 22H2. The frequency shows up in a dialog box and not in the command prompt itself

The only time it "didn't" work for me was on a 3rd gen Intel HD 4000 on Windows 8.1, but in that case the dialog box still showed up but just said "0" (despite the laptop having PWM)

Dizzy Odd, tried it on two Win 10 machines and no dialogue. I am running it from a conmand prompt.
