Yes. I'm just thinking about the logistics and transparency of such of a project in order to ease any concerns with people handing money to me, some random dude on the internet.

I estimate the initial costs for the capture card box will be $100-300. I'd just order a used known good model off eBay or such from a reputable seller.
I have a 1070 I can test with as a "bad" card.

Seagull if you had a pixel perfect recording of a graphics card's output we could all use that to determine potential eyestrain without having to test out an actual card.
No promises, but I don't see why it won't work. All the GPU sees that a monitor is connected and would do the same bad output regardless. I've never heard of a situation where someone has a "bad" GPU and it suddenly got better just by changing the monitor, with the exception of VGA vs HDMI in some laptops. But the capture card can take VGA, DVI and HDMI input I believe, so that won't be an issue.
