Millions of things are different. DirectX12 is an entirely different architecture than DirectX11, and OS versions have tens/hundreds of thousands of commits between them

Yes. All Windows 10 versions use DirectX12 for the OS.
What was the eventual resolution for you? Sounds like you've had the most actual contact with people "in the know" at Microsoft than pretty much anyone else I've read on here or other forums.

That accomplishes nothing. DirectX 11 on Steam is just a compatibility layer. It does not change anything with the OS.

You need to understand that most people have no idea how things work, they just go with what makes sense to their gut, then this being the internet double down on it because there is no in person consequences for being wrong.
