have you tried turning on/off the color profile? - As of the current moment ICC profile is turned off/not used as I love the more saturated color
have you tried change "monitor driver" m32q.inf to default "PnP monitor" ? - It shows as default "PnP monitor"
did you feel the difference between 60hz and 164hz, relatively temporal dithering? - No temporal dithering noticed, more so because I have 8 bit color in the NVIDIA control panel
did you install any Windows updates or use clean 22h2? - Clean 22H2, OS build 22621.963, updates disabled
what method do you use to control temporal dithering OFF? own feelings? image sample? ...? - NVIDIA control panel set to 8 bit, 32 bit color, RGB, full range. Sample image below - you can clearly see the banding (which helps you determine if there is dithering)
Do you have any discomfort in UEFI BIOS screen ? (not in OS) - None whatsoever
